Blackwater and new Austin are located in the southwestern part of the world map. They are marked in red, which indicates the fact that the main character and the rest of the gang need to be there.
There are no Blackwater or new Austin entry blocks in the game. You can enter there after completing the main story, i.e. after reaching Horseshoe Overlook at the beginning of the second Chapter. However, you should know that you will be attacked as soon as Arthur is noticed by his numerous enemies. They patrol the entire territory, have rifles that allow them to effectively attack at a long distance. Moreover, when detected, they have the ability to pursue the hero much longer than usual.
For this reason, it is not worth trying to explore the New Austin and Blackwater early in the game. It is better to leave visiting these areas until the time when Your character no longer has to worry about constant attacks.
Free access will be available immediately after the main storyline ends. There you will find new tasks and quests that are part of the epilogue.
